Project Summary

The City of Wichita Falls has collaborated with the Wichita Falls Alliance of Arts & Culture to commission a professional visual artist or artist team to design and paint a four-sided, full-building mural on the exterior walls of a sewer lift station. A mural painted in the Trompe L’oeil style or realistic 3D Mural Art is desired for this project. Trompe L’oeil means “trick of the eye” and provides a 3D experience for the viewer. 

The lift station is located on Midwestern Parkway, within Weeks Park, across from the intersection of Midwestern Parkway and Irving Place, in Wichita Falls, Texas. 

If chosen for this project, The Alliance will serve as the project manager, and the artist or artist team will work directly with Alliance staff to schedule painting and acquire paint for the project. The City of Wichita Falls will power wash the building prior to installation.

Project Summary

The City of Wichita Falls (City) has collaborated with the Wichita Falls Alliance of Arts & Culture (Alliance) to commission a professional visual artist or artist team to design and paint a four-sided, full-building mural on the exterior walls of a sewer lift station. A lift station is a pumping station that moves wastewater from a lower elevation to a higher elevation. It is located on Midwestern Parkway, within Weeks Park, across from the intersection of Midwestern Parkway and Irving Place, in Wichita Falls, Texas.

SAFETY NOTE: Sewage lift stations discharge into force mains (i.e., pressurized pipelines), which can have lengthy detention times based on the size and length of pipe. If the detention time is extensive, the wastewater inside the pipe will decompose and go into a septic condition, creating hydrogen sulfide (H2S). When this occurs, the wastewater will release odorous substances. The City will provide training to the selected artist(s) on the gas and provide monitoring equipment.

Project Background and Goals

The location of this lift station is in a high visibility area for both vehicle traffic and hiker/bikers that use the trail system. The City of Wichita Falls recognizes this is an ideal location to add vibrant art to the area.

The City of Wichita Falls will become the sole owner of the artwork at the end of the project and reserves the right to replace the artwork at any time and for any reason.

The goals of this mural project are:

  • Beautify a public asset
  • Foster community pride
  • Contribute to the vitality and attractiveness of the park & trail in an urban environment
  • Foster community collaboration and partnerships
  • Add to the growing collection of free public art displays within Wichita Falls

The project should meet all of the following objectives:

  • Create an appealing Trompe-l’œil mural on all 4 sides that invites public interest.
  • Create a mural that is reflective of regional nature and community values.

Design Standards

The City supports high-quality artwork that is relevant to this region of Texas and has the support of the local community. Murals must exhibit excellence in design, material and application that will enhance the overall development and appearance of the site.

Diverse mural themes/content are encouraged but must be acceptable to a broad audience of all ages.

Without suppressing the creativeness of the artist or artist teams, the following guidelines must be adhered to for a successful design:

  • Words, numbers, lettering or symbols are discouraged.
  • Logos, advertising, signage and other branding are prohibited.
  • Murals shall not contain material that is protected under copyright law, unless written permission is obtained by the artists and provided to the City.
  • The artwork must be apolitical and non-religious.
  • Mural shall not exhibit any vulgarity, discriminatory, violent, or pornographic content, or any other visual expression that is deemed offensive or derogatory.

Selected Theme

The City desires murals for this location that are accurate for the region in a historical and nature theme.

Materials Specifications

All materials used must be matched to the site depending on the specific conditions for the mural. All exterior murals must be primed with an appropriate high-quality primer and painted with high quality exterior water based liquid paints or aerosols. The expected life and longevity of the mural based on the site conditions, preparation and materials used shall be no less than 20 years unless otherwise specified. All materials used must be of a high-quality and qualified by their manufacturer for the intended use of the material. 

Artists should understand that the finished works will be on a building that houses functional equipment that will need repair or replacing at some point in the future.

Artists will utilize paint that meets the specifications set forth by The Alliance to achieve the durability and lifespan established above.

Artist Eligibility

Artists and Artist Teams may apply. Artist or at least one member of Artist Team must have previous experience. Artists must be at least 18 years of age to apply. Artists must submit original material.

Artists should live in the Wichita Falls, Dallas/Fort Worth region. Applicants must reside in the State of Texas and if selected to complete the mural project they will need to enter into a contract with the City of Wichita Falls, TX. Artists will not be compensated for travel or overnight stays. 

Evaluation Criteria

Qualifications will be evaluated on the following criteria and point scale: 

  • Quality of Work: Portfolio of artwork submitted is original and is appropriate for all- ages. (1–40 points). 
  • Appropriateness of Work to Project: (1–40 points). Portfolio of artwork shows that the artist or artist team is likely to be considerate of the site’s place in the local community and the cultural, historical, or physical context surrounding it. 
  • Prior experience: (1–15 points) How qualifications and portfolio submitted demonstrate an artist or artist team’s ability to: 
    • Complete a project of similar scale. 
    • Implement the final painting and installation of the artwork in an expeditious fashion. 
    • Use materials and techniques that will contribute to the artwork’s longevity or can collaborate with those that have more expertise. 
  • Residency: (5 points) The artist is a resident of the City of Wichita Falls.

Budget

The selected artist (or artist team) will be paid a fee of $200 to develop a preliminary concept. 

The artist or artist team’s fee will be $7,000. This is an all-inclusive fee for artist services related to final design, mural production, and mural installation.

The total budget for the mural is $12,413.00 including artist(s) fees, supplies, materials, and equipment, project management, fabrication, and mural.

Timeline (subject to change)

April 22, 2022: RFQ Opens

July 15, 2022: Deadline to Submit

July 19 – 31, 2022: Committee Review/Selection

First Week of August: Artists sign contract with The Alliance

August 2022: Mural Painting Begins

September/October 2022: Unveiling

Artists will have 60 days to complete the mural once the contract is signed.
